Has there been any herbicide appplied near the plants?
I did a brief Google search on leaf curl on peppers recently, and of the common diseases I found, all had discoloration, as well. None looked quite like that. Did you add a nitrogen fertilizer when you planted them? It could be caused by overfertilizing, according to a recent post here.

The secret is the soil.

I've had a very similar problem for 2 years now. I've added magnesium and phosphorus to the soil, and that hasn't helped. I'm taking one of the plants to my local ag extension service tomorrow for their diagnosis.

My pepper plants look exactly like yours, too. I have four total, two red and two yellow. However, three out of the four are producing peppers. I have been fertilizing with Miracle Grow Liquafeed once a week, maybe if I cut back that will help?

Yep, I'm sayin' too much nitrogen too...

I had some do that last year tooo [Embarrassed] and I think it was from adding
tooooooooo much bunny poop!!!
*it was old bunny poop, but I got a little heavy handed for the
amounts of plants I had, per square foot area*
