little black insects with wings on tomato plants

I work with mentally disabled adults in their homes and we started growing tomato plants and yesterday I noticed many many little black bugs with clear wings on them, they are in a 5 gallon container. The plants have just begun to flower.

I hope you can help, I hope this is the correct forum to post in [thinker]

There are lots of insects which use plants for all sorts of reasons. If they're not harming the plant i wouldn't worry about them.
