purple coneflowers

Every year my purple coneflowers start coming up very healthy and by mid-June, the leaves are turning yellow and have black splotches on them...has anyone else had this problem?? I have rudbeckia nearby and sometimes those leaves have the black splotches too.

Got some questions for you???

What type of soil do you have for your planting area? Bagged, screened topsoil, whatever was there on your property??
What are your watering practices for the plants?
ie; morning waterings, drip, from a hose over head, never water??
Do you have mulch on top of your plants?
And fertilizer, what kind, if any?
And how much if you did???
