Tree Peony Problem

3 years ago I planted several tree peonies. They all bloomed somewhat the first year, and even more the next. This year, however, the one that bloomed the most last year hasn't a single flower bud on it, while all the others do. I can't figure out why...it doesn't get any less or more sun than it did before, so light conditions isn't the problem. Any ideas?

When weeding, the best way to make sure you are removing a weed and not a valuable plant is to pull on it. If it comes out of the ground easily, it is a valuable plant.
