I am not too sure, but that was my first guess
when I looked at it!!!

Can you get a closer shot of the tips,
or can you see some buds forming on the branches?

I just went outside to look at my buddleia. It's just starting to shoot out new growth. (zone 6b)
It does seem to have the same pattern in new shoot growth. Also, there is that one dried bloom cluster at the very top of the photo. You very well may be right Weezie.

Everything in this yard had been completely neglected for the last two years...could you tell me a little bit about how you treat yours? Do you cut them back, feed them? Also, where are yours located? And does anyone know if they tranplant well? [dunno]

I would cut the old ugly stems back to the ground, or at least to where new growth is shooting out as you get more flowers on new growth anyway. I have never fertilized mine, but I have transplanted them. They take a year or two to really start growing again, however. They just sit there for awhile not getting much bigger. (They will still flower)

As for location, mine are all in full sun. That's what they prefer.

So, now two months later, he's looking MUCH happier, but he is not a butterfly bush. I was so sure he was, until he bloomed...he seems to be some type of in-ground fushia?

Forest Farm has 6 fuchias in their online catalog that are hardy in zone 8. I have one of their hard copy catalogs that also lists 4 more that are hardy to zone 7.
