I did not prune my butterfly bushes in the fall. In the winter the leaves dropped. In late Feb. they leafed out. Some of the foliage has been nipped and has begun to leaf out once again. Should I prune them now?

Butterfly bushes are very forgiving. Some cut them to the ground in late winter, or do as John does. I have never pruned mine, except for dead wood and deadheading. There's no wrong way, really...hard pruning promotes more flowering.

I've always also felt the need to deadhead my buddliea. The spent flower blooms make the shrub look terrible and these plants are scraggly(is that a word?) enough by themselves.

The more you deadhead, the more they bloom. They also bloom longer.
