I planted pink pampas grass in my flower bed last spring. It did great. I never really learnt any care on the plant. I cut the dead grass to about 4 inches from ground. It is almost mid May and have yet to see any new growth. Is this common or are they dead dead?? Help By the way I live in Indiana. Zone 5

you don't cut the grass back on pampas grass. You do remove the brown frons the next spring. It will develop more leaves but that's much later in the year. You may not get very much of a show this year since the leaves are what the plant uses to get energy for growth.

Pink Pampas grass is reportedly only hardy to zone 7, so it may not have survived your zone 5 winter. Mine survived for 2 years and then died for some reason. (I'm in zone 6b/7a)
