I have several bluebells that bloomed last month. Now they are spent and so I have these tall brown stalks - and I was wondering if I am supposed to cut off those stocks or leave them to die back on their own?

If they are brown and no longer green it is ok to cut them if you want to tidy up your garden.

Mine are in a woodland garden and I leave the
stalks and they eventually disintergrate to nothing.
