While trying to learn the skill of rooting rootless pieces of plants; namely Heart Leaf Philondendron, I notice that a thin string or two will emerge (I'm guessing this is to be some of the new root) but the stembase in the water is turning brown and rotting.

hi syl you are right about the thin string being a new root, but... one of the problems with water rooting is that the water has to be changed at least once, if not twice a week to prevent the rotting you are seeing. that doesn't mean that your philo is doomed though.
what i would do (and have done) is take the cutting out of the container, and gently rinse it under tepid running water. try not to touch the new roots. but, use your fingers to brush as much of the rot off as you can. then wash the container it was in, and put it all back together.
when you get about 3-4 of the new roots, your plant is ready to transfer into soil. good luck and let us know how it turns out.
