My one peony bush has lots of buds, but they are all little and turning black and are drying out. What is wrong? I do not see any pests and aside for no flowers the bush looks healthy. I bought/planted this bush last summer. There is another bush, its neighbor and its doing just fine. I am a novice gardener and will appreciate your advise. Thank you.

It possible could be a disease of peonies which is Botytis blight. It is common during wet springs. The stems may become discolored, or it may make the buds turn brown or blighted buds. If serious, peonies should be reset in a new locations, but ordinarily removing about 2-inches of soil from around the top of the plant and replacing it with new soil to which a tiny bit of lime has been added will hopefully overcome this problem. You gotta remember to plant peonies shallow. There's small buds or eyes at the crown of the plant. After the planting is completed, these buds or eyes should be not more than 1 1/2 to 2 inches below the the dirt level. If peonies are planted too deep, they more than likely will fail to bloom. It is very important that peonies be planted in full sun.
