Well, I believe that most lavendar are supposed to be evergreen. This does not bode well. HOWEVER- rather than rip it up, why not cut back the dead tops, mark the space (we hope this will not be it's headstone!) and wait. Miracles are always possible. It may begin anew.

Most lavendar's do go crumlbly at the winter months. Do not take out of ground yet!! Wait! If you look very close at it the bottom parts will start to have little tiny green nodes or growths at the base of the old stems. Even the parts that look dead will or should resprout!! Give it a bit of time. Some plants are slow starters in the spring time. Are you fairly new at gardening???
