What kind of drainage or style of pot??
How old is it?
Where is it kept?
By a heater in the house?
out side??
How much light if it's in the house?

Brian,

It is quite normal for rubber plants to gradually lose older leaves as they add new ones on the ends of stems. If you are losing a lot more than you are gaining, then that may be a problem.

Make sure your rubber plant has lots of bright indirect light with a few hours of early or late day direct sun. Keep it potbound. Allow the top quarter of the rootball to dry out in between waterings.
