Should I cut off the foliage (leaving 6 inches intact) when I split/transplant my daylilies so that the plant establishes better roots rather than trying to maintain the leaf growth?

That's what I always do, not only for the reason you mentioned but because it just makes them easier to divide and replant. The leaves will regrow quickly.

I have transplanted them both ways; when they are little bitty I transplant them whole; when they are bigger I transplant them after trimming them. I've just always been a bit wary of trimming the little ones in addition to the change involved in moving them. Since I haven't done it any other way, I don't know the results of trimming the little ones. Good luck! One thing is for certain, daylilies will survive where practically nothing else will.
