Just curious -- if I decide to cut back my rubber plant, because it is a little top heavy ... is it possible to put a stem or two in water to generate new roots and start new plants?

As a general rule thick and woody-stemmed plant cuttings don't root readily in water. It is best to root rubber plant tip cuttings (no more then two pair of leaves) in moist soil and enclose the whole thing inside a clear plastic tent to maintain the soil and air moisture.
