I have several Spider plants that are thriving in water, but have never had one flower that way.

In my experience, in order for Spider plants to send out runners with blossoms (which turn into Spider plant babies), they need to be in soil, & have an established root system. They also like to be pot-bound (LOTS of crowded roots) before they'll flower.
