wintering Red Hot Poker

I'm in 4a. I've been reading that my Red Hot Pokers won't make it through our winter. Tell me if this is right. I'll cut the top of the plant off and dig up the rhizome. I read that I need to keep the rhizome moist over winter. What does that mean? [dunno]

This was the first year I planted it. It didn't flower. Will it ever flower if I keep digging it up? [dunno]
