Dahlias not blooming

I leave in Mass, south of Boston. I have been growing Dahlia for several years without any problems. However, this year my best ones are showing healthy foliage but no blooms. I was away in spring and did not get some of them planted until the beginning of July. Please help!

Do Dahlia tubers get old? Too much water? Too much fertilizer?

Question, what kind of fertilizer did you use?
And the numbers on the package,
ie; 10-60-10 or 20-6-10???
And what kind of soil/dirt did you plant your
plants in?
ie; Regular garden soil, bagged soil, if bagged, what name was it???

Hello,
Indeed I am very happy to have found you.

The soil is a combination of regular soil, MiracleGro garden soil and some cow manure.

I also used MiracleGro's shake'n Feed all purpse
slow release plan food 10-10-10.
