gardenia dwarf

I have planted dwarf gardenias about 20 of them. They flower 2 times a year, They where planted 3years ago.My problem is that the leaves are slowly turning yellow.When they fall off the plants dont seem to be growing more leaves back. Slowly they are starting to become bare.can anyone help me with this problem!

are they grafted? non grafted gardenias can have issues with pest nematodes on the roots.

also they could have been planted too deep.
