Night-blooming jasmine

Help! I planted a night-blooming jasmine several weeks ago and last week noticed that all the "flowers" (they hadn't opened yet) had fallen off. Today I noticed what looks like tiny black round "things" in the crook of the branches. When I scraped some off with my finger, the black "balls" left a green goo on my fingers...It appears that they're devouring all the new leaves...can anyone help?

Have any photos? I know there are caterpillars that feed on night blooming jasmine. you might be seeing their poop.
