looks like a privet. maybe ligustrum sinense 'chinese privet'.

privet

may be another kind. the scent is unmistakeable. one of the strongest scented shrubs in flower. to be sure, go to a nursery and sniff a privet.

Its defininitely a privet hedge. I am swamped with them.

Should grow easily from cuttings. Cut new growth, trim all but top leaves, dip in hormone, plant &. water.

P.S. wait until after flowering so that it is not wasting precious energy trying to produce.
