i took a walk through the gardens at Armstrong Atlantic State University, in Savannah, and found these flowers that i could not identify. and while almost all their plants are identified, these were not!

I think this is probably Plumbago.

Yes, I agree. I had it in a hanging basket last year and it was the most beautiful blue.
