I have noticed these bugs on my Acer. Can anyone tell me what they are, are they doing any harm, and how I can get rid of them?
They are 3-5mm in length, brown "tortoise shell" like creature which have a white secretion (link to pics)

Scale is what you have.
Yes, they do harm!!!
Take a alcohol swab and give them a good rub
down with that. There may be others that can help out more.
