HELP!! i'm a total beginner...bought a house more for the garden and yard than the house!...know nothing about gardening...white stuff on phlox (and some other broad green leafed plants) looks like paint got splashed on leaves...what is it? what do i do?

Sounds like you have a case of powdery mildew. You can treat it with a fungicide, to cure it. If possible thin them out a little bit to allow more air to move between the plants. It is a unsightly disease but rarely does it get bad enough to actually hurt the plant itself.
